Andrew Carter works primarily on Endangered Species Act issues at Defenders of Wildlife, where he and his team seek to improve the Act’s implementation and promote recovery of threatened and endangered species. He formerly served as research director at Miami Waterkeeper, taught environmental law and policy at the University of Miami, and practiced law in New York and Florida. He received both his JD and Ph.D. in environmental science and policy from the University of Miami.
