Hamaad Syed is the deputy director of the Office of Program Support (OPS) and OCSPP’s first chief digital officer (CDO). Hamaad co-manages an office of over 150 of diverse professionals who provide all regulatory, budget, and IT support to OCSPP. Hamaad has been with the EPA for 18 years.

Hamaad is currently leading a digital transformation for OCPP. This initiative is working to consolidate dozens of different systems into one using Salesforce. Once completed, the new system will handle the permitting process for the chemical industry it regulates. Design includes process and behavioral augmented intelligence, machine learning capabilities, and robotic process automation.

Prior to EPA, Hamaad served as the International Legislative Aide to then Congressman, now Senator, Van Hollen of the great State of Maryland. Hamaad also has significant private sector experience as a public relations director and a national marketing director for various companies.

Hamaad graduated from University of Maryland at College Park with a dual degree in political science and philosophy. He lives in Northern Virginia, has been married to Seema for 28 years and has two children.
