Prescott Martin is Deputy General Counsel at the United States Department of Agriculture (USDA). Prior to joining USDA, he spent six years as Counsel at the United States House of Representatives Committee on Agriculture where he helped write the commodities, conservation, horticulture, and crop insurance titles of the 2018 farm bill; the Pesticide Registration Improvement Acts of 2018 (PRIA IV) and 2022 (PRIA V); numerous appropriations measures; and two budget reconciliation bills. Prescott has a long career in public service, including practice in a district attorney’s office, campaign work, and frequent pro bono casework.
